Town Meeting Warrant Article Review (Part 2)

Our Town Meeting Warrant includes the following two articles on water and sewer system repairs:



Article 14To see if the town will vote to raise and appropriate the sum of $25,000 for the purpose of evaluating and repairing drinking water well #3.  This appropriation is to come from the December 31, 2016 Fund Balance available on January 1, 2017.  No amount will be raised by general taxation.  Selectmen Recommend Approval by vote of 3 to 0. (Majority vote required) (Amount NOT included in Article 19)

  
Article 15To see if the town will vote to raise and appropriate the sum of $25,000 for the purpose of repairs to the water and sewer systems.  This appropriation is to come from the December 31, 2016 Fund Balance available on January 1, 2017.  No amount will be raised by general taxation.  Selectmen Recommend Approval by vote of 3 to 0. (Majority vote required) (Amount NOT included in Article 19)

Article 14 - This article would raise $25,000 for engineering work to evaluate and repair drinking water well #3.  This well has been disconnected from our water system because of bacteria contamination since September.  We have disinfected the well and repeatedly re-tested the well, however, the contamination has not been eliminated.  
     This project would involve inspection of the well area and surrounding aquifer by hydro-geologists and an inspection of the physical plant of the well and distribution lines connecting it to the rest of the water system by mechanical engineers.  If the warrant article is approved the Selectmen will begin the project by meeting with the engineers to verify the project tasks as well as confirm the individuals who would be doing the work.
     The Selectmen feel that it is critical to not only fix the on-going bacteria contamination, but also to understand exactly what the cause of the contamination is and try to repair the well in a way which will prevent contamination in the future. 
     If the evaluation of the well does not cost the full $25,000 any remaining balance can be used for repairs to the well or associated equipment.  We do not anticipate determining the exact needs for the repairs in 2017, but we should have all of the planning and design work completed for the repairs to be included in the 2018 capital plan. 
     The $25,000 for this work will come from general taxation.

Article 15 - This article would also raise $25,000 to be placed in our existing water and sewer emergency repair account.  This account is used to perform unanticipated repairs to either the water or sewer systems such as water line leaks or replacing a pump at the treatment plant.
     We currently have approximately $10,700 in the account.  This is not a really large amount of money to cover both systems.  Replacement of a single pump motor or similar piece of equipment can be in excess of $10,000 and a water line repair can run $5,000 to $7,000 depending on location and other factors.
     The $25,000 for this work would come from general taxation.

The Selectmen unanimously recommend approval of these two warrant articles.
